An idea to remove Malzahar from both lane without killing his other roles.
The idea is simple make voidlings cooldown based on killing minions (and monsters if you want to support jg mal) in some way.
For example:

You can treat it like maokai's new passive and have a long cooldown that is reduced by killing minions.

Or you can treat it like kassadin's E and have a stack mechanic to it.
Either way support Malzahar will be crippled without destroying Malzahar completely and even allow some buffs.
