Riot playing against the system

Did you know that its now been proven that Riot will give summoners that have chat bans, etc to their account and give them lower ELO teammates? Sounds counter intuitive to give people with attitudes worse teammates because they didnt like their bad teammates to start out with. Negative reinforcement is never the way to go.
