Title. I'm afraid she will remain in this state for the next 2 years again. Please balance her proberly. It's NOT that hard. You can do it with Ryze, Irelia, Akali, Aatrox but when it comes to Lissandra.... you don't care.

She runs out of mana too fast now, making her useless in lane, and with games being decided during the laning phase..

The balance issue is her new passive specifically in high-elo meta where games turn on objective fights. Riot hasn't even acknowledged that it's a problem, nor did they attempt to tune it before skipping right to gutting her entire kit's damage.
She's only good because she has incredible synergy with teams that will carry her. That synergy is her only strength, and the second you're in a game with a jungle that won't gank or feed you Blues, or a team that won't follow up on an engage....well you just lose.
Lissandra feels like she does no damage unless someone stands in her passive thralls......
The problem is LC$, tanks with hard engage weren't getting played so they needed a substitute. Liss got played and proceeded to get skelped with the nerf bat afterwards.
exact same thing happened with varus.
The worst in the game? Nah.
She still got Twisted Fate behind her at least.
I think her issue is that she's just outclassed by all the new reworks. There's almost no realistic downside to playing an assassin right now, so picking Lissandra seems like a step down.
On top of that, she no longer has an identity because Riot loves their big plays assassins. What she used to be was an anti-assassin mage, and that's why she was picked in pro play. Then she was taken down a notch because of it.
Now there's just no reason to pick her. You can find someone who does what she does better and provides the team with better abilities and stats. I don't think she's a bad champ, but just very underwhelming in the current meta and so team reliant.
She's a great support right now.
Funny part was, she was gonna be reworked into a champ that could stack mana...but that got scrapped
Her cc still provides great engages/teamfighting/catching someone out potential...
