Questions about new Athene's

In regards to the passive: "ACHING BLOOD UNIQUE Passive - 20% of pre-mitigation damage you deal to champions is gained as Blood Charges, up to a cap of 100-250 (at levels 1-18). Healing or shielding an ally consumes your current Blood Charges to heal that ally."

Does this apply to self heals/shields or just to other allies?

What is its interaction with non typical shields (ie, Morgana)?

Does it work with non ability heals/shields (summoner spells summoner 7 summoner 21 , item activesitem 3222 , item passives..ie the new Eternity passive, masteries , items like item 3053 or item 3401 )?

It says ally and given that it's designed for supports that probably means "not yourself" or else it would actually see more use on greedy self-shielding champions like Lux and Ryze (also it would be impossible for Lux to use it to heal an ally)

Given that Morgana is specifically mentioned in the patch notes as a potential user of it, it should treat magic-only shields the same as any others.

By the wording on the item it should apply to non-ability forms of healing although I'm the least certain of that being the case. Although I can't think of any other source of healing or shielding that would break the item as a 3 minute cooldown on Mikael's or a summoner spell doesn't seem like it would make the item suddenly worth buying on a champion who doesn't have much easier access to a heal or shield on a regular ability.
