With the introduction of champion masteries...

Can we come up with some sort of system with playing champions in ranked? Quite a few times ive had players say "First time playing X" in a ranked match and watched as they completely flunked the mechanics of the champion. I understand that requiring a certain mastery level to play in ranked would cause issues with being allowed to queue up, but there should be some creative way to work around it.
