Why am i forced to sit through games like this?

Currently in a game that started off great, i had 2 kills in lane bot lane was doing good and our jungler was helping us. Then our Tahm Kench toplaner who was laning against a very obvious smurf boosting his duo partner (100% winrate in gold) died 5 times in 10 minutes. He then started following us around, eating us, and running into the other team. Our team will report him, but sadly nothing good is gonna come of it because riot just doesnt seem to care about their justice system and he will continue going on being a troll and the elo boosters will conitnue to ruin players games.
