Thats not really burst damage, she got lucky and hit 50% critical chance crit 2 times in the row. And yes, all crit build ADCs do a lot of damage currently.

Items exist to counter crit champs - 
Critting someone for 400 is nothing.
Most Crit champions can double that with a single crit.
