The Return of Stormraider's Surge
Should rito revert phase rush to Stormraider's Surge? Personally I think Stormraider's Surge was a more consistent rune than phase rush, it feels slower in comparison... What are your thoughts?

No Stormraider's Surge was viable less often and way more broken on the champions that used it.
I like that Phase Rush doesn't require you to deal 30% of your opponents health as damage. That means that
- More support, tank and dps champions can take it
- It doesn't increase snowball by becoming easier/harder to proc depending on your damage
- You can use it more consistently against defensive champions (or champions with defensive abilities), especially Juggernauts
loling at the people lying about old SRS already
new phase rush is only used on like 4 champs and is dog shit for every melee not named xin zhao. it should be reverted

If they reduced the cool down to 10s like storm was it could be better.
It's proc consistency is a bit better but stormraider had the static 40% ms and lower CD.

They should keep the 3-hit activation rule but make it so that for melee the movespeed bonus is 40% static so that avoids the mage over-abuse but makes Phase viable on the melees who miss Stormraider
