The Return of Stormraider's Surge

Should rito Return Stormraider's surge?, I mean phase rush is pretty ok for champions that their combo is about hitting 3 abilities like Talon, Swain, Ekko, etc, etc... But champions like Nasus, Jhin (the fast), Viktor, Ryze, etc, etc can still use it but their gameplay is much slower in comparison, riot is turning everything into a fast phase gameplay for the tournaments, in order to not to have a 70 minutes game... So I was wondering if they should change it
