What happened to Heimerdinger?

From what I hear he was super oppressive toplane for melee matchups, but hardly anyone complained about him mid. They directly nerfed his turret beams, and then stop watch, and the new AP itemization kinda sucks for him. Playing him mid is just suicide now tbh. Can't they compensate with some buffs to other parts of his kit that aren't oppressive toplane poke like maybe buffing his ultimate turret? His Ult turret is only really there for teamfights and all in so it wouldn't make him completely OP top, but it would give a much needed buff to his midlane side.
