What Purpose Does the have and who do i use it on? Also why does it build the exact way the do but this cost more?

It is meant to help champions with mana problems that also want life steal. Because it does both things, it in turn cost a bit more since with each AA (and abilities that deal on hit effects), you get both health and mana back.

item 3508 is for champs that need to sustain mana points, those who spam their spell abilities quickly to damage opponents. Think Annie

item 3072 is for champs that need to sustain health points, the melee "skirmisher" who doesn't use mana but outlasts the opponent through brute force. Think Tryndamere

Eh, Annie isn't that good of an example. Sivir is a better one; she benefits from both the mana and life steal. Basically, most AD caster carries, like Ezreal, Corki and Sivir would benefit the most from Essence Reaver, but it's not really good enough to warrant a purchase because by the time you have enough gold, your regen is good enough that you can usually spam without it.

What cooldowns? as long as she keeps attacking with her Q toggles on she will keep slowing.

what he said^ but item 3508 isnt built on many champions because it takes away from Life steal that BT gives or that you could use to build better items like IE. the only champions i can see using are urgot and ezreal

Essence reaver is an AD caster item to solve solo-lane mana problems. Its not bought on bottom lane ADs because IE is a larger powerspike.

Basically the BF sword rundown for rush is: ER if youre slightly behind or evenly matched and cant afford a BT or an IE (if you need the powerspike NOW - in the case of varus, ER is a very powerful first item)

BT if youre slightly ahead and have the money for it (Mostly only for top lanes and middle lane AD casters)

IE if youre any ADC who is ahead.

@direwolf In the previous season it was true ER was...useless. But in this season, mana heavy AD casters (every skill costs 60~80 mana) can utilize ER to great effectiveness. But in the bottom lane, you dont need to harass so the early powerspike from the cheaper essence reaver is more or less useless. In a solo lane though, that ER can force your opponent out of lane because you have constant mana and high damage.

IE is item 3031 (Infinity Edge)
