Why do they refuse to fix the buggy minion ai?

It's so obvious that minions are poorly programmed and this is just ignored. I'm so tired of seeing them switch targets to last hit my cs for NO APPARENT REASON, this last hitting mechanic isn't described in their ai at all but if you've ever played ekko you can see it clearly, normally minions focus the front line but if you use q on a fresh wave with lvl 4 q, your minions will go directly to the back line to last hit the back wave and its unnecessary. Last game I was waiting for their wave to crash and my cannon switched targets for no reason, and last hit the enemy cannon minion before it died, I don't see a reasonable explanation for this as I wasn't even near the wave. Aside from last hitting, minions shouldn't be SO COMMONLY confused as to their target, I see minions that switch targets repeatedly 3-5 times before deciding which minion they want to hit, even in an undisturbed wave.
