Thunderlord's should be considered for a hotfix. Like...now.

Make it single target...maybe less base damage. Area lock-out (only 1 in an area every few seconds), same target CD. Something.

It's not that Thunderlord's broken, it's that the other stones suck for burst champions.

Hotfixes are usually for balance issues where a single champion presence in a game can be so overbearing that it drastically and obviously degenerates gameplay for the rest of the players in the game like a giant black hole for agency.

Thunderlords is obviously the prevalent damage option for any champion that might use it effectively, but it hardly creates such a situation. Masteries in general need more work done to them to actually make them meaningful customization as opposed to an arbitrary power budget crutch.

What do you want? An endless cycle of mastery nerfs?

Riot gutted every single Ferocity keystone, and the only one that happened to not be as bad for ADC was Thunderlord's Decree. The damage is negligible and predictable anyway. Nerfing Thunderlord's Decree will bring Ferocity keystones back into the fold, and nerfing those again will bring back Thunderlord's decree.

At any one time, one keystone is going to be statistically better and be used mainstream. It's just a matter of when people will deal with it.

Because Thunderlord's Decree is literally the only keystone mastery non-DoT mages can use.

There is exactly no incentive to pick anything else. Hell, even DFT wasn't worth most of the time and it was specifically "designed" to be an option for mages. Ended exactly like Liandry's Torment buff.
