Lobby Close Vote

Hey Riot, I had and idea I think a lot of people would like and I would love to see implemented into your game. After recently being trolled in a lobby by a fellow summoner refusing to cooperate with the team in a draft pick, i decided to leave the lobby. As a result i got a 6 minute time out. I believed this was very unfair, considering if we had played the game it would've most likely resulted in a loss for our team because of the toxic team mate. So I thought of a way this could be fixed. If you were to implement a vote to close the lobby, I firmly believe many League Of Legends players would be much happier not having to dodge and be put on time out because of another player's refusal to cooperate. It must be 4/5 on either side to close the lobby. Just like surrendering in game. I think this would make the lobby system much, much better. PS: idk if this really qualifies for game play or not. I'm sorry if this is misplaced.
