Kog'Maw has dropped 2% winrate (to 47%) with this patch and Varus is even worse and has 46% winrate with a bit lower pickrate...

Ezreal and Kai'Sa are the op ones.

Jungle is screwed for another 2 weeks at least as this has changed nothing at all and made it worse (Runic echoes and Ultimate hunter swap from sorcery-Hello movespeed and not all junglers benefit from domination won't bring back AP junglers or diversity)
