Ivern is a support. Annie is a burst mage. Their entire kits should behave quite different.

In that case Tibbers shouldn't regenerate HP and Daisy should and to push your argument further Tibbers shouldn't even be a pet summon and just burst for the ult animation and not stick around because him tanking turret shots and dealing AOE DOT and then having a post death passive doesn't fit the burst design.
