I've been wondering for a really long time now who to get. I was wondering what you guys thought, whatever info you could give to help me decide would be great. I'm super stuck! (BTW I would be buying them with IP) :) Thanks!
Whichever one you like more, honestly. Both are solid champs, Talon is really in the meta in the current patch, being an AD assassin, of course that doesn't mean anything unless you actually know how to play him, etc. I played Ziggs again when he was on free week, I had a lot of fun; I'm thinking of picking him up as one of my mains, though I also might just wait to see what the mage rework produces

I think Ziggs is better if you don't like to risk dying every time you make a play. Talon is risky and kind of feast/famine. If you are really good at Talon though, he's much scarier than Ziggs.
Forget Ziggs he require way too much skills to use, Talon is way better cuz Duskblade and every single item that builds off Longswords.
Yeah, the threshold for going in is usually "can I kill this guy with my full combo" because if you don't, you lack a great escape. Thus, if you are behind and can't kill your laner you are probably going to get poked down and lose a lot of CS (but you can roam instead). With Ziggs, he can always farm and poke even if the opponent is stronger because Ziggs has ranged waveclear.
