Quinn Rework? Here are my thought's on how to do it without Destroying what defines her!
So I've seen posts here and there where people claim Quinn to be a bad pick etc. I am NOT here to discuss this.
Why am I here then? Good question, read below. (Indepth, there is no TL;DR - if you have an opinoin about Quinn and wanna share your throughts you're welcome.)
Quinn is going to get reworked sooner or later, according to various posts. As an (ex-) Quinn Top main I am not a fan of this rework, but I do somewhat understand why people THINK it needs to happen. What I really would dislike if they change Quinn's personality and her uniqueness with that Rework.
So here go a few thoughts on how she could be changed, still staying true to herself, her roles and her background as a "Behind the enemy lines" type of Carry & Assassin, a Spy that will make your life miserable if used appropriately.
**Let's talk skills: **
Passive "Harrier": Valor periodically marks a nearby visible enemy as Vulnerable for 4.5 seconds, granting Sight of them for the duration. This cannot occur again for a few seconds. If Quinn attacks a Vulnerable enemy, she deals「 25 - 215 」(+ 50% bonus AD) bonus physical damage and reduces Harrier's cooldown. Harrier is disabled while Tag Team is active.
I think this skill is fine as is - IF they manage to make it work appropriately. What do I mean by this? If you've played Quinn as often as I have you start noticing lots of flaws with it, some of them are:

Harrier doesn't get procced if you attack "too soon" after the mark has been placed (it behaves as if there were a 0.5s delay on enabling the actual mark)

If you for some reason (e.g Yasuo's Windwall) miss the first shot fired at a target marked by Harrier, the mark remains (doesn't go on CD and the target is still marked) however even if you manage to Hit the target afterwards the mark does not get consumed aka triggered.
If they manage to FIX these bugs, Harrier would be fine as is; however a QoL change would be fine imo:
While using Tag Team, Harrier will provide True Sight of the Target Valor would ussually mark with Harrier. (As it is right now, your passive becomes useless when using Tag Team, since Harrier is disabled. This way Quinn would be one of the few champs to provide effective and reliant counterplay to champions like Twitch, Rengar, Teemo, and the likes who can just go invisible to escape.)
Q "Blinding Assault": Quinn commands Valor to fly forward in a line, stopping when he collides with an enemy. Valor then deals physical damage to enemies around him and blinds them for 1.5 seconds. TAG TEAM: Valor applies Blinding Assault's physical damage and blind to all enemies around him.
This skill is definitely a core aspect to Quinn: Being one of the 2 champions in the Game with an ability to Blind people. However a slight QoL change should definitely be applied, since it pales in comparison to Teemo's blind. IMHO this ability's Blind should scale - in terms of increasing the Blind Time with the rank, just like Teemo. They both start off at 1.5s however while Teemo's Blind scales up to 2.5s Quinn's remains at 1.5s. This should definitely be changed, if necessary the AD scaling COULD be reduced to 60% in order to make up for the scaling blind.
W "Heightened Senses": PASSIVE: Attacking a Vulnerable target (Harrier marked) grants Quinn bonus attack speed and movement speed for 3 seconds. PASSIVE - Tag TEAM: Valor permanently has double Heightened Senses's bonus attack speed.
ACTIVE: Quinn or Valor Valor Sight icon reveals the area around them for 2 seconds.
While Quinn shares the "Reveal an area" aspect with other abilities such as Ashe's Hawkshot, it feels rather underwhelming considering it only reveal's an area around herself for 2s. However the Passive aspect of this skill definitely feels fine to me, specially making up for the risk in trading range for melee by gaining double the bonus attackspeed from the ability.
Thoughts on improving this ability:

Instead of just revealing an area around themselves for 2s Valor could hover over a global area of the the same range (2100) for an amount of time increasing based on rank of the ability (2-3-4-5-6s).

IN TAG TEAM ONLY: "Behind enemy lines" bonus applies - Upon selecting a target Valor provides True Sight of them and 500 units around them for the Duration of Tag Team.
While the Tag Team version may sound slightly overtuned think about it for a second: A marksman becomes MELEE, meaning he sacrifices his own safety in order to gain certain bonuses - this seems fair to me. Also this would underline the Unique element of Quinn being a Behind the enemy Lines warrior, who heavily relies on his Partner's Heightened senses in order to Effectively Stalk his target and taking them out. This would also provide more impact for Quinn in the game by forcing the enemy team to work around the fact that 1 of their members will reveal their position if they get to close to him. This would increase the Teamplay factor Quinn brings to the table.
E "Vault": Quinn dashes to the target enemy, knocking them back a short distance, dealing them physical damage and slowing them by 50%, decaying over 2 seconds. Upon reaching her target, Quinn leaps off and lands away from them, and Valor immediately marks them ass Vulnerable.
TAG TEAM: Valor dashes to the target enemy and applies Vault's slow, knockback and physical damage.
This is probably the most frustrating ability for most Quinn users: Vault failing to mark the target if a Harrier mark was consumed by the previous Auto Attack - Quinn's main poke combo getting denied basically. (the bug was fixed not a long time ago, after persisting for over 1 1/2 years if I'm not mistaken) Besides this already harsh enough bug, Vault's displacement part often is a reason for headaches to Quinn players: Sometimes you get to leap over that wall, sometimes you don't. Sometimes you can leap off of Dragon and literally fall out of the Dragon Pit on the rear side, and sometimes you Vault unto your random target and don't leap back at all despite having all the space in the world (no walls, no CC being used, nothing - random)
This should DEFINITELY be kept in her Skill set. It is a part of Quinn as much as her Blind. They should really look to recode this in a way which dispells most bugs instead of just changing the whole skill - FIX IT instead of destroying it. It is a VERY nice and usefull, and specially: UNIQUE tool, and it should definitely remain in her kit.
TL;DR: No changes to Vault as long as all the persisting Bugs get fixed. An optional (not required since we all learned to work around it) QoL change would be that Valor as the bird he is should not be trapped by the usual traps (Chompers, Yordle Snap Trap, etc) while using Vault to Dash. I mean he is flying! Come on!
R "Tag Team": ACTIVE: For 20 seconds, Valor replaces Quinn on the battlefield as a mobile melee attacker with alternate versions of her abilities. Valor ignores unit collision and gains bonus movement speed that gradually decreases to a lower amount while in combat. Reactivating Tag Team or reaching the end of its duration activates Skystrike. Skystrike: Quinn returns to perform Skystrike, dealing physical damage to all enemies within range, increased by 1% for every 1% of target's missing health.
This skill NEEDS to stay untouched. It is the very definition of what Quinn is. If they want to give Valor a QoL upgrade in the form of adding "ignores trap collision" (Yordle Snap Trap, Flame Chompers, etc) this would be greatly appreciated because it would make sense for a Bird to fly over a trap instead of actually descending to sit on it before taking flight again ^-^ However this is by no means a necessary upgrade.
