Can we give Gragas a little more lane power back?

I know everyone is probably glad that Gragas is falling out of flavor as a Jungler as of late; he was sitting at a near 100% pick/ban rate for awhile. I sympathize with everyone who had to suffer through that, but I feel like it has to be pointed out. Gragas has around a 40% winrate in solo lanes right now: 42% in Top lane and 38% in Mid.

Now I know that any buffs he receives will affect his Jungling power as well, but I feel that something should be done to help him out a little for his laning. The most obvious thing that could be done is removing the damage reduction to minions on his Q. This shouldn't buff Jungle Gragas too much as he already does full damage to jungle monsters. It will still buff his jungling power come mid-lategame as he would have more ability to help his team push waves, but I feel that's not why people pick jungle Gragas in the first place, and I don't think it would affect his Jungling power drastically.

I will admit that I am biased as Gragas is probably my favorite champion, but I feel it's a shame that the once dominant Solo laner now has such a low winrate, despite having all of the tools necessary to succeed in lane. With the meta shifting and new junglers rising ( ), I feel like we can afford to give the fat man some love in his old role.
