Jungle Kench completely dead now?

With the 6.13 changes to Tahm, I'm generally pleased to see him get some proper balancing. However, I'm very worried about his new passive's impact on his already weak ability to jungle. Playing Tahm extensively after his release, I did loved his utility in thanks despite his difficult conditions for hard cc and sluggish mobility. He was very good at clearing after getting Cinder and level 6 and was flat out amazing at salvaging or turning the tide in a counter gank.

It seems that Tahm will no longer do any bonus damage to monsters with his new passive, ever. I would like to see him be able to apply stacks of his passive to at least large and epic monsters without changing any other effects in regards to what he can swallow. Doing this would give him a fighting chance in the jungle again, where his utility can be used to great effect.

I've been hard carrying games with Jungle Kench. You still apply your passive at 1 rank, which is meager, but you really dont need more than that to clear efficiently. Just swallow the large creep in the camp and kill the little ones while its in your mouth and that will greatly reduce the damage you take from each camp in your initial clears. It does make you more vulnerable to invades, but you will be much safer. All the jungle items you want let you essentially double dip with your passive. I assure you, jg Kench is absolutely fine.
