Wait, this is the third post I've seen claiming we don't have many rune pages by default.
But I had 18 Rune Pages, with the New Runes release.
Right now I'm looking at Collection:Runes, and it says "12/18 [CREATE NEW]"
I guess they're the rune or mastery pages I'd bought in the old system. But some Riot announcement said I was being given Blue Essence for those. And sure enough I have like 92,000 BE.
Anyway, your lack of rune pages may be a bug, because I had 18 by default.
