Getting annoyed by players connecting forever

Some games i get annoyed too much by having players with wooden pc who take 15 min to load up.You don't need to spend too much money to afford new pc at least you can get an decent Intel Core2Duo pc for very low price like mine i have from 2008.I have (Core2Duo E7400 2.8Ghz,3Gb DDR2 Ram 800Mhz,Geforce 8600GTS 256Mb DDR3 gpu) and LOL works perfectly fine for me at medium high settings.Especially i get annoyed when wooden pc have some player who have expensive skins like "DJ Sona,Pulsefire Ezreal etc...".Moreover those players tend to lag which make my game lost "There are real lagging players unlike those who use it as excuse for bad play which can happen to anyone even diamond player when trying new champ".I can't maybe play new games on decent settings but LOL works perfectly well so i suggest to players who can't afford buying new pc to search for someone who sells his old used but working pc simmilar to mine and have game with no lag.
