Soo why did I meet 2 AP Varus in my ranked as adc ?

Is there some popular NA streamer, who recently played AP Varus ? Wasn't AP Varus actually nerfed ? His W deals less AP after making W active, which didn't have any direct buff to AP Varus (as it doesn't have any scaling, thus equally effective for AD and AP Varus) So yeah, meeting AP Varus (Guins, Nash, Rabbadon e.t.c) in ranked felt kinda weird...
