make boots remove minion block as a passive
minion block has been a problem for too long, just add it to boots instead of it being on phantom dancer and ghost

No, make people learn when and how to engage.
It's not a problem. The problem are people who blindly go into a fight without planning where they're going once they engage. Minion block exists to punish you for diving behind the minions in the first place. It shouldn't be ignored by everyone five minutes in after first reset.
