AD Mage Casters and AP Marksmen? League Theory/Crafting

Just a thought, I think it would be cool to dabble in this unique space. Has riot ever considered making AD mage casters or AP marksmen? It would be cool to see more diverse items like Guinsoo's Rageblade, Nashor's Tooth, and really, the items present already give way to AD mids, maybe just increase AD ratio on some AD items (but have to balance them somehow so that not all ad marksmen and ad melee champs take advantage of them).

Example: Quinn can easily be an AD mage caster if you reduce her attack speed, give her increased damage to Q, give her increased damage to vault, and give her a new ability for w. Teemo is a prime of example of on who uses attack speed AP item since it scales off of his E. Another champ might be Azir. But if we wanted to make them AP marksmen, just increase their attack speed, up their ap ratios on E (teemo) and solider (Azir) but reduce AP ratios on other skills.
