Why do low elo players think there is only 1 build?

I swear I get in games where people start complaining about runes/items when the game just started. I go into a game as annie mid with Dark Harvest. the guy is saying that I am a fool and should have went Electrocute instead. The game just started and I just have item 1052 building towards a item 3285 and also picked up a item 2031 for some lane sustain and the guy keeps pinging my item 2031 saying I am building like an iron like what are these low elo people thought processes?

Edit: also had a game where I was building item 3115 on Teemo and someone says it's awful on teemo? like it's one of his most built items?

this would probably be because your running sub ooptimal things. why are you first iteming a item 1052 and item 3115 IS awful on teemo as a first or even second item. also reffillable is borderline useless to build unless your just getting absolutely destroyed in lane so yes id ping you to, there are multiple builds but you cant just build anything x3 thats not how builds work.
