Role Selection in Matchmaking

How is it that I have to wait 8 minutes for mid when its secondary, when I have adc first, and it only takes 3 minutes?

Now I know whenever I get qued above 4 minutes, I have to stop the que time and restart it?

I don't understand this system someone explain this to me.

I que up 4 times, and half of them have to be mid.
