Smurf accounts need to be addressed

Smurfers who play ranked are terribly annoying.

Obvious reason why smurfing sucks:

1. They pub stomp people at the elo they're smurfing at, until we're a pool of
2. They generally do not care about the match, so they'll play something they never did, just to try it out in ranked.

Meeting a smurf makes the game terribly un-enjoyable. Why is this allowed?

Side note: I find that people who generally love and care about this game, get the most emotional about it.

I think its the worst when you have a player who could not care less about the game and just does rando things all game. Be it norms or ranked, this ruins player experience for everyone BUT the player who is trolling.

Is there anything to be done about smurfing?
