New Celerity
Does the new celerity rune only apply to active movement speed boosts or passive ones as well?
- Does something like Jannas W stack on with the new rune, or is it just active effects say from righteous glory?

It says "all movement" (except boots), so yes, any form of movement speed increase, whether passive or active, will be increased by Celerity. Flat bonuses, percentile bonuses, out-of-combat movement speed, everything.
It'd be interesting if it increased all movement by 8%, i.e., the length of dashes as well.
My only problem with the new Celerity:
It removes some viability from champs like 
by removing some damage from the AP scaling.
I was already pushing 730-780 move speed with Karma, so I don't know why they want me over 800 move speed. I'm going to begin having trouble tasking clicking with that much move speed, but tickle in damage more.
