First off, Let's bring this down a level.. Or about 27 levels....
New players and smurfs alike and Que for PVP in blind pick as soon as they hit level 3. You cannot deny the fact that there is a smurfing problem in the game.

What we can do is very simple, If we get rid of blind pick it takes THAT much longer for people to be able to PVP. Everyone will be stuck in Co-Ops Vs AI for just a little bit longer.
What are some of the pros at keeping people in AI games longer.
- Smurfs will get bored, and you might see less of them. - How many of you guys think an already 30 player will grind AI games to about level 10 or higher? Not many I'm thinking
- Smurfs will probably rage less at new players in the lower levels. - Why Rage when you can quite literally carry the game solo?
- New players will have more time to learn things and EARN things. - At least 1 Quintessance available - Some Keystone points available. - About 16 Champions - And perhaps knowledge of how to play at least 1-2 of them. - All SUMMONER SPELLS unlocked. - Some Understanding before PVP
This is me going on from personal experience. I stayed in AI games till about level 15. by that time I learned how to play 3 champions 
proficiently. I was stomping all over the Intermediate Bots.
The transition to PVP was actually quite easy after that.
