Yasuo should lose half his movespeed upon using his e at level 1. No need for a champ that gives themselves a decaying movespeed buff that DEBUFFS THEM WHEN WE HAVE A CHAMP WITH A DASH THAT'S ON A .1 SECOND CD.
Their kits are waaaay different.
The reason Blitz has that debuff is that his W is a repositioning tool for his Q (and therefore, his entire QER combo), not quite a gap closer or escape.
No word on Yasuo, however.
Well it kinda makes sense, since he uses it and then has to cooldown. I think the movement speed buff should be increased though.
