Because he was designed by CertanlyT and he cant make a balanced/fun champ even if he lifes depended of it. See Yas/Thresh/Kalista/Mord.

Those are the champions who aren't fun to play against.
He was designed to be fun for the player and the spectator without any notice taken for how agonizing he feels to play against. He was made to look cool - to hell with game health and player experience.

When is a champ fun to play against every champion isn't fun to play against because you're still playing against them some more than others. The only champs I hate playing against have to be shaco blitz.
