Suddenly getting odd stutter lag and freezes.

So, the last few days, ive been dealing with some rather odd performance issues. It is not the "usual" stuttering and freezing, since it isnt random or persistent. Rather, certain ingame actions with trigger it. So far, ive gotten lag/freezes from

Using Hourglass Using Frostqueens Placing wards Using sweeper Drinking a potion

Ive also had several cases where I couldnt identify the trigger, usually because it was teamfights and a whole mess of things could be causing it. The cases ive listed are persistent. It happens every time I do one of those things, without fail. Ive also found, thankfully, that alt tabbing removes an individual case of freezing and lag, but that is far from optimal, especially for something like Hourglass, since going to desktop, then back, leaves very little time to get your bearings and actually make use of it.

Anyone else experiencing something similar, especially in the last few days? Or is this more likely to be an issue on my end?
