Garens E against Khazix

So, just got out of a game vs a khazix, and I gotta say, something is up with Garens E vs the bug. It did practically no damage, meaning whenever I tried using it it just gave him free damage on me while I spun like an idiot. Took a few deaths before I noticed the weirdness, and by then it was too late.

Anyone else ever have this? Possibly against other champs? Ive played Garen against all sorts of top laners and the relatively squishy ones like Trynd always take atleast noticeable damage. But not Kha apparently.

He didnt have much in the way of armor either so wasnt that.

Maybe Kha was healing faster than you'd damage him?

His spikes heal if he uses them in melee range

Not to mention Garen's e does more dmg over time than q so that is weird.
