Meanwhile Anivia still needs to be 9, spend 120 mana, and use her only meaningful damage ability just to be able to clear the ranged minions. Anyone else feel like between Jhin, Graves, Lucian, Xayah, and other AOE damage ADC's, mages are starting to lose some of their identity, and the older mages in particular are just straight being outclassed by new up and comers thanks to mana management being thrown out the door?

Wave clear ADCs isn't a new thing. The best waveclear ADC is Sivir once you get your first item. W and 3 autos, wave is gone. 60 mana. Or you can opt for Q W (1 auto), for a near instant waveclear. Sivir was released in 2009.

Both Anivia and Xayah spend 12% of their base mana in your example and Anivia generally has mana and mana regen items. Anivia is still ahead in mana after the wave.
