there is no reason why a champ should be able to do 1.3k damage just by pressing r. has a stun that can trap the whole enemy team with a low cd. i can set him 0/4 and still comes back late and does more dmg then everyone. there is no outplay in just pressing r, you cant flash from that either. riot reworks the assassins due to no outplay but leave viegar alone?? no mr will even save you from that. sick of free kills man

He's super short ranged. His R doesn't come online until much later in the game.
His cage is telegraphed and easy to dodge.
You can pick 
into lane, dodge everything and absolutely destroy him. You can go in for free trades every time he Q farms. Its much easier for you to land your stuff than for him to land his.
Hell you pick 
and get QSS and cleanse his stun then use her spell shield to block his ult. Obviously not mid but if your picking adc and see a veigar theres an option.

That stun box is a hassle but unless it is hit perfectly, all it does is trap someone in the middle and then they can move around within it and dodge a highly telegraphed W. They can flash out of it. Some characters have spells that can get them out of it. Some characters have spells that can ignore the effects of the W.
Veigar isn't the only one with a To out play guaranteed just press R button either.
Syndra has one. Oriana has one. Garen has one. Plenty of others have one too.
