I think this is an intended weakness. Aurelion Sol's gameplay theme is all about keeping people at just the right distance to rack up the passive star damage. He has two ranges for those stars, and the way the enemy is supposed to deal with it is to be a long range champ that pokes from outside or one that can get right up in his face. Neither of those can be reached by his stun (Technically, the long range one can if they let him walk towards them with the core) Sol does have one chance for recourse if he fails to keep the enemy in his zone: his ult.

Anivia on the other hand has a more standard caster paradigm for her spells, so the precise positioning is not the major focus of her gameplay, and an instant reactivation, 0 range stun makes more sense for her.

it still leaves very little counter play with dealing with most melee champs and while it is true it is a weakness it a very glaring one having to use your ult just to get a little breathing room or even to get a kill is a bit ridiculous i could see maybe shortning the stun duration if it hasnt reached his outer starts but not being able to use it in melee range brings up so many problems especially with the range he has to be at to use his main damage abilities
