update older skins
i picked up annie in wonderland and while it says its a 1850 skin it has no changing effects making it just as good as a 750 skin

In this specific case, the skin was made when riot had lesser ressources.
And Annie in Wonderland was the first skin to change the appearance of Tibbers completley, so given the time, it was one of the better skins.
Edit: But overall you are right, the legendary TF skin for example is just an expensive recolor, and does not justify the price.
