Possible Fiora balance options.

I'm sure many of us are at least a little bit frustrated at the recent reworks and buffs have been extreme and make it so there are many champions that are simply op. (Skarner, Darius, Fiora, etc.) Personally I think many of them have been addressed and may still need a bit more. I'm here too specially address Fiora.
We are still learning how to play her and against her to some extent, but it feels like she has way too much true damage. It's a great addition to her kit, but a friend of mine and I discussed a way to make it seem more fair without changing her total damage so much.
What we came up with was adding stacks to their passive. It would work in a way that rewards players for hitting multiple vitals on a row with increasing damage, but after a duration of missing a vital due to the vital appearing on the wrong side of an opponent the stacks would reset.
Because the total damage doesn't need to be changed the damage can be back loaded so the percent damage will be greater than it currently is after 3 vitals in a row, but the initial burst will be cut down.
It would make sense thematically for hitting a vital on an enemy to mark a 'vulnerable' stack to them do you can't just build stacks to one shot someone else. The stacks should have a cap, but it's not much of a issue compared to her up front burst.
Note: Fiora is in kinda a good spot overall, and it varies from player to player, but with a heal that strong it should've be so easy to only hit one or 2 of them to kill someone during a team fight for a HUGE heal. The heal is okay, but it should reward more skill rather than get a lead from a gank and snowball out of control.
(Also, is it just me, or does GP seem a bit too fast along with more slows than an ekko.)
