No, I believe not. Mainly because of one thing, his E does not do 50% missing health damage.
It does UP to 50% more damage. The modifier depends on the missing health of the enemy.
So, to a full HP 1,000 enemy, Shaco would do 100 physical damage. If Shaco were to E that enemy when the HP is at 500 out of 1000 (500HP/1000HP), it would do only 25% additional damage. Basically 125 physical damage in total.
