Harrowing skins? Where are they hiding? When will they come out?

i am really disappointed that riot posted they weren't gonna do the harrowing event on Halloween and let players get the skins they have been wanting for so long. I have been waiting for underworld twisted fate since last harrowing didn't have money to buy RP so i waited a year and they say it can come any time but the lore says this time of year is when the black mist appears so it doesn't make sense. they could of opened the vault at least if they didn't want all this negative feedback and have time to make better content when they do the harrowing event later in the year

hopefully they will at least open the vault before 2016
