What is the reason that he was buffed? Does it agree with Riot's?

The same reason Riot said. He's great at high elo, but at low elo he's really bad. The buff helped his low elo a lot (kick someone into their team and you got more damage) but did not buff his high elo much if at all (where people do the Insec to murder one person mostly).

Hmm. Yeah, that's reasonable.

Do you think the same could work for Azir? Now, of course, would you agree Azir is hard to master at low elo, like Lee Sin? So maybe he could receive some changes in the same manner?

Definitely agree Azir is hard to master (being bad even at plat + diamond but being picked competitively often shows that!), but I'm unsure what buffs he could get that wouldn't buff his competitive part.

I really feel like his knock up will help solo q low Elo play.

That little knock up gives just enough time to active the ult backwards. But now it's just like:

"E -> Umm hi." A ranged, fully ranged champ stuck face to face with probably a more melee/close ranged mid champ. The E I feel shouldn't really be used offensively unless the knock up is there. The escape still works great.

"We balance around plat or higher/ pro play, not low elo"- Riot Games. Honestly, it was for worlds and to give us at least some counterplay to tanks/ juggernauts I guess.

Because his late game was pretty bad after the removal of the as debuff and since he isn't on the list for champion updates such as reworks etc he can be buffed when he isn't that successful in solo queue and competitive.

He's like Yasuo . The amount of skill and concentration required to do even mediocre with them is insane, and left little reason to pick them over other champions that are 5x easier to play.
