We are talking about the 10 best players and not just the top 10 accounts, right? I ask because I'm pretty sure that at least 5 of the top 10 challenger spots are held by 2 players and their smurfs.
Lucian's kit isn't toxic...
It's actually the best ADC kit in the game. One that has the best balance of all the things an ADC wants. He's by no means toxic just because he can burst an enemy laner, or get a decent amount of poke at a long distance or actually KITE THE ENEMY TEAM.
The problem is that the rest of the ADC's don't do these things to the correct amount. He's not toxic. He's literally what an ideal adc should be, but riot hates adc's being strong because they don't "make flashy plays".
Every mid laner still destroys lucian/other adc's and yet ADC's are getting nerfed again. You know what's really toxic? I.edge is. Crit chance is excessively toxic to the game and Lucian just happens to have double the chances to crit with his passive.
EDIT: Besides, they already did gut him. His passive does little damage now, his W now doesn't scale at all. His ultimate has a longer cooldown.
They've nerfed Lucian non stop for the last few patches, and now with the nerf to his double shot, he's really not OP any more.
Because of mobility creep, ADCs without mobility just aren't viable in competitive, and it's really hard to make them work in high ELO, too. That's why in the last IEM tourney, the only marksmen we saw were Corki, Graves, Lucian, and Cait. If you don't have a dash, you're not reliable as an adc.

1st: are you talking about top 10 accounts, or top 10 players? because within the top 10 accounts, wildturtle has 2, wizfujin has 2, and pobelter has 3 i think(at least on lolking as im writing this). 2nd: you are an idiot if you think the top 10 players in the NA server 'main' a champion. pro players dont 'main' champions. they 'main' roles(adc/jungle/top/mid/support) but typically they dont 'main' champions(there are a handful of exceptions, but none of those 10). 3rd: those stats are over the course of the entire season. several of those accounts have played 1 game per week for months, because those players leveled up alternate accounts.(wildturtle's main, for instance, only played 1 game per week for several months simply to maintain his ranking). so when lucian was strong, he got played a lot, however there are also hundreds of games theyve played on other champions. it could also be that those players simply enjoy playing lucian. 4th: lucian just got nerfed substantially in 4.20 (iirc)

I would put this topic on hold. The final nerfs just hit Lucian & you are already talking about nerfing him again without realizing even pro's need time to adjust. Why would you stop playing Lucian if your good add it. It's like playing urgot if you win with him every game. It's just when the champ is overnerfed you stop playing him. A lot of players will move to 
but Rome is not build on one day. They already are training these picks again but until than they just play 
simply because they can play him better than . Ones they had enouge practice in . Their pickrate for will drop automaticly.
Lucian is falling out of flavor after the latest nerfs. He has been played very few times competitively since then and has always lost. Corki is god now, with blue Ez a close second, Graves is rising in popularity and it looks like Kog is making a comeback. Kalista is pretty bad right now, unless something changes.
You're missing the point though. It's not about Lucian. It's the fact that about 75% of the top solo queue players are ADC mains, and 20% are mid lane mains. The top, jungle, and support are battling for the 5% scraps.

A shockingly high number of pro-level accounts main OP and overused champions because of nerf / ban cycles. Lucian's been at or near the top for a while, it's no surprise that Diamond / Challengers abuse him.

Now during season 4 that didn't surprise me. I would assume after the nerfs he hasn't been played nearly as often as he used to be. While I'm sure those player have 100+ wins or so are they still actually regularly using him now?

First, There are 123 champs… that isn't even close to 200. Second, most of those "players" are just different smurfs. Players like Pobelter and WildTurtle have like three accounts in the top ten! But, you give out a good point. I honestly think the biggest problem with Lucian is Infinity Edge. That item is seriously overpowered. Besides that, he just needs scaling tweaks to his Q and he will be fine!
What about Vayne... She can carry her team 0-5 lol, I just won a 4v5 a few hours ago because we had a vayne against a lucian and she was 0-2 and then carried us.

Lee sin and lucian dominates the whole challenger scene. Their main problem is that they don't have a weakness.

I watch QTPie stream often and I remember him saying that he plays Lucian because he's just the strongest champ. Something about "if you want to win, you pick Lucian".
Yeah, I really think Lucian needs a change. Unfortunately there are a few ADCs that would quickly replace him. Mainly, Corki and Graves.
I don't know about that. Every pro ADC player is capable of playing at least 3-4 different ADCs to their full potential. Moreover, Kog USED TO BE very popular in the pro scene before the nerfs. It's not as if they suddenly aren't aware he exists or how to play him. In any case, nerfs to Lucian or Corki certainly help Kog a little. Although, with so much mid-game focus and the way games snowball, it may not be enough.
First of all, these stats are scewed due to 7 of the accounts in top10 just being WildTurtle and Pobelter.
Secondly, these stats are from the whole season. Lucian was just gutted last patch, I don't see how ANYONE could still find him OP.
