Is the early Sej vs Scuttle intentional?

I don't really play anymore first off. I pop in to see what champs and items are like periodically in bot games from time to time. I noticed something that kinda blew my mind when I jungled sej to see her new kit. I killed scuttle at lvl 1 or 2, I forget which, in like 2 seconds. Musta been lvl 2 so I had the W. But that stun mega hit was absurd. It made me feel like I tricked him into eating a live grenade instead of the river fruit.

Is she supposed to kill him that fast early game without a smite?
