Can We Get Some Boot Diversity for AP Champions?

item 3020 are a must buy on AP champions because it's one of the few sources of flat magic penetration in League. But tying flat magic penetration to boots makes boot build diversity on AP champions very narrow. You rarely ever see item 3111 item 3047 item 3009 item 3117 item 3158 item 3006 built on AP champions (with the exception of AP tanks and a few other exceptions like Azir, Aurelion Sol, Kayle). Would it be possible to change item 3020 so that some of these other boot options were more viable?

I thought this was about boot diversity, not removing the main ap boot item together

just cuz ap mages prefer item 3020 dont mean there arent situations where other boots would be more ideal
