Sorcerer's Shoes are a Double-Edged Sword: Near Necessary for Mages but Limit Boot Diversity

This item is so valuable on most AP champions mid lane. Many of them have meh damage in the early/mid game if they opt for more defensive boot upgrades like item 3047 or item 3111 because of how valuable and scarce flat magic penetration is. Meanwhile, AD mids don't have their damage gimped because they can more freely choose between the defensive boot upgrades while still getting the lethality they need through item 3134 and its various item upgrades: item 3147 item 3142 item 3814.

Wouldn't it be better to remove Sorcerer's shoes and put the flat magic penetration on a new AP item so that AP champions aren't forced to purchase Sorcerer's shoes for damage? I feel this would greatly help balance the massive damage amp this preseason. Thoughts?

Getting it from boots allows us to get a extra item.

Sorc shoes allow mages to not buy Void staffs early.

The reason Sorcerer's Shoes are so necessary for mages right now isn't only because of a lack of penetration options (though that's true), but also because just about every single AP item is built for utility.

It should be given like 10 ap or something, feels really shitty to buy when you can get 30 mr, the same movespeed, and a chunk of tenacity for the same price from item 3111 or 30 armor, the same movespeed, and a pretty decent amount of AA damage negation for the same price from item 3047
