Ryze's E needs a small tweak

When it comes to team fights, 1 second means a lot, especially on Ryze. when you're in a team fight as ryze, you need to wait at least 1.38 seconds for another E to come up. previous ryze kits gives him much ease at dealing AoE damage, but his new kit hinders that a bit.

Would it be wrong to suggest that his E should have charges of max 2? maybe even a shorter cooldown that where it's at?
