The short answer: no
Explemation:
you could "stack" your critchance till you hit the 80-100% mark and then attack the enemy champion. If you do that over and over you have a 100% crit chance vs champions and not 20% or so. This was abused in the early stages of the game by tryndamere. So its even proven that this will happen again.
Crit is there to make stuff more interesing while giving good late game scaling with AAs, because you cant dogde an AA with skill, unlike most abilitys. Thats why crit is RNG in the first place. otherwise crit could not be a x2(x2.5 with IE) modifier.
A solution to this problem would be to make Soft Caps for low Critchance! Like "if you crit with below 20% critchance, your next 3 AAs will NOT crit" at 20- <40% only the next 2 AAs will not crit and so on.
This basicly limits the "maximum luck" you can get, but it will not impact anything else.
There is a slightly bigger problem with High amounts of critchance, because LoL uses a PRD, but thats another story, which could also get fixed with this methode.
