nerf kha = save league of legends

they need to move more of his power to his isoloation from his q and lessen his slow for more damage on w. but kha zix is one of the more fair assassins like talon and ekko could be if the rework his w and just remove the slow on his passive and that doesnt need a compensation buff like riot likes to over shoot for assassin but wont do it for any other class
