Get rid of free rotation?

Should there be no free rotation after level 30? I feel that it's annoying to feel to have to ban a free champ because they're free. A champ you don't want to play but is never picked, but because they're free you need to ban them

I ban free champs too in ranked, ones I think some will play just because it is free. But have no dam clue how to play them yet or use it well enough. To be honest champ rotation should be removed from ranked games.
